Shadow Step vs Trip Up card

Can "Trip Up" card be used to limit to 3" a "Shadow Step" Gift movement?

My guess is YES, as the card must be played WHEN ENEMY ACTIVATES (i.e. before you know for certain what s/he pretends this turn), and very unlikely you'll use it for an ENGAGED enemy.

Is that correct?
